How to appeal a Wellington parking ticket

If you've had a parking ticket from Wellington City Council and you think it was unfair, you can appeal it — but there are rules about how, and a deadline. This guide explains the process in plain English: whether you can appeal, the grounds that actually work, how to submit, and what happens next. Can you appeal?

Yes — but a few things have to be true. Your appeal has to be in writing (that's a legal requirement, not just a preference), and you have 56 days from the date the ticket was issued to lodge it. Importantly, once you've paid the fine, you can't appeal it — paying is treated as accepting it. So if you intend to appeal, don't pay first.

You can appeal if you're the registered owner of the vehicle, were the driver at the time, are an authorised representative of the company that owns it, or have written permission from the owner.

Grounds that work

Wellington City Council considers appeals on specific grounds, and the stronger your evidence, the better your chances. The grounds they recognise include:

  • Medical emergency — you were dealing with an urgent medical situation. Evidence like a hospital admission slip helps.
  • Vehicle breakdown — your car broke down where it was parked. A mechanic's invoice or tow receipt supports this.
  • Vehicle sold — you'd already sold the vehicle when the ticket was issued. The fix is usually to transfer liability to the new owner rather than appeal.
  • Vehicle stolen — the car was stolen at the time. A police report is the key evidence.
  • Incorrect information, or you paid but were ticketed anyway — if the ticket has wrong details, or you'd actually paid (via app or coupon) and were ticketed in error. A screenshot showing the payment — the amount and the last four digits of your card — is usually enough; you don't need a full bank statement.
  • Valid paper coupon — you displayed a valid coupon. A photo or scan showing the date scratched off supports it.

What's unlikely to work

Being honest saves you time. Wellington City Council says some grounds are unlikely to succeed: not knowing the parking rules, the fact that it's your first ticket, or financial hardship. These aren't usually accepted on their own. If that's your only ground, an appeal probably won't change the outcome — though you can decide for yourself.

How to submit your appeal

You have three options, and all are valid:

  • Online — through the Council's parking portal.
  • By post — to Parking Resolutions, Wellington City Council, PO Box 2199, Wellington 6140.
  • In person — at a Council Service desk.

Whichever you choose, the appeal itself must be in writing and set out your grounds clearly.

What happens after you appeal

Once you've lodged your appeal, the Council pauses any further action on the ticket until they've made a decision. For online appeals, allow about 10 working days for a response. If your appeal is declined and you still disagree, you can request a court hearing.
